Which authority inspects restaurants for pests in Pakistan?

The provincial food authorities — most visibly the Punjab Food Authority (PFA) and the Sindh Food Authority (SFA), with equivalent bodies in Islamabad and Khyber Pakhtunkhwa.

These are the bodies that issue improvement notices and seal premises, and pest evidence is one of the fastest routes to action. PFA in particular is active on restaurant closures and publishes them, so the damage to your name is usually worse than the fine.

What an inspector reacts to: live or dead pests in food areas, droppings, gnawed packaging, flies in preparation areas, and structural gaps around drains and doors. What protects you is a documented programme, dated monitoring records and evidence that findings were acted on.

Keep the pest file where it can be produced immediately. An inspector who has to wait while someone looks for it has already formed a view.

Where do kitchen pest problems actually start?

Almost never in the dining room, and almost never because of a missed spray. They start in four places nobody enjoys cleaning.

  • Drains and floor gullies — the single biggest source. Warm, wet and undisturbed, with a food supply arriving daily.
  • Grease traps — rarely opened, ideal for small flies.
  • Equipment voids — under and behind the cooking line, inside appliance motor housings where it is warm.
  • The bin area and cardboard store — cardboard is both hiding place and a delivery route for insects arriving with stock.

This is why a kitchen that looks spotless at the pass can still fail. The visible surfaces are cleaned nightly; the drain and the equipment void are not.

Can you treat while the restaurant is closed?

Can we store stock in cardboard boxes?

It is best avoided. Corrugated cardboard is both a hiding place for cockroaches and one of the most common ways they arrive in the first place.

The corrugations are warm, dark and exactly the right width for a cockroach to shelter in. A box that has been sitting in a supplier warehouse can carry an established group and their egg cases straight into your store room.

What to do instead:

  • Decant stock into sealed food-grade containers on arrival
  • Remove cardboard from the premises the same day it arrives
  • Never store cardboard against a wall or under equipment
  • Check boxes at goods-in for damage, gnaw marks and live insects before accepting

Goods-in is the single most underestimated route into a food premises. Once stock is inside, you are treating a building instead of refusing a delivery.

How do we get rid of flies in a restaurant kitchen?

Find what they are breeding in. Flies in a kitchen are almost never arriving from outside in the numbers people assume — something inside is producing them.

The four usual sources, in order:

  • Drains and floor gullies — small flies breeding in the organic film on the pipe wall. Cleaning the floor does nothing; the drain itself has to be treated.
  • Grease traps — rarely opened, ideal breeding conditions.
  • The bin area — lids open, spillage underneath, bins not washed.
  • Old stock and spillage under and behind equipment.

Then keep them out: door screens repaired, back door not propped open, and insect light traps positioned away from external doors and never above food.

Spraying adult flies daily without dealing with the breeding site is the most common mistake, and it is why the problem returns every morning.

Our kitchen was issued a notice over pests. What do we do?

Fix the cause, document everything, and be ready to show the inspector a programme rather than a promise.

In order:

  1. Get a survey the same day. You need to know the species and the source, not just treat what was seen.
  2. Deal with the source — usually drains, the grease trap, equipment voids or the bin area, not the visible surfaces.
  3. Fix the structural gaps that let them in. An inspector returning to find the same gap will assume nothing changed.
  4. Start a documented programme — schedule, device map, dated reports.
  5. Write up the corrective action — finding, cause, fix, verification, close-out date.
  6. Train the staff and log the training.

What inspectors respond to on a re-visit is evidence of a system, not a clean floor. A kitchen that can produce dated records and a closed-out corrective action is in a completely different position from one saying it has been sorted.

How often should a restaurant be serviced?

Monthly is the working baseline for most kitchens, fortnightly for high-volume sites or anywhere with a history of findings.

What justifies more frequent visits: high covers, a busy drain load, an older building, shared waste areas with neighbouring units, ground-floor premises next to open drainage, and any previous notice from a food authority.

In Pakistan there is a seasonal argument worth writing into your schedule. Drain and insect activity climbs from about May and peaks July to September. Stepping up to fortnightly through that window and easing back in winter is cheaper than a fixed monthly schedule that is too thin in summer and more than you need in January.

Karachi kitchens are the exception: coastal humidity keeps drain species active most of the year, so the winter easing is smaller.

Whatever you agree, do not miss visits. A gap in the record is a finding in its own right when an inspector reviews the file.

How do we keep flies out of a food premises?

Find the breeding site, close the openings, then use insect light traps as monitoring rather than as the solution.

Order of work:

  1. Breeding site. Drains, grease trap, bin area, spillage under equipment, and old stock. Flies in a kitchen are almost always produced inside it.
  2. Exclusion. Door screens repaired, back door not propped open, air curtains working where fitted, gaps sealed.
  3. Insect light traps — positioned away from external doors and never above open food. Count the catch and record it; a rising count tells you where to investigate.
  4. Waste discipline — bins lidded, area washed down, collection frequency adequate in summer.

We found cockroaches in the kitchen. What do we do today?

Do not spray. Get the species identified and the drains checked, because those two things decide whether the treatment works.

Today:

  1. Note where and when you are seeing them. Night sightings near drains point one way; daytime in cabinets another.
  2. Do not use aerosol. Repellent residue scatters a breeding population deeper into the building and stops them taking bait afterwards.
  3. Deep clean the sources — drains, grease trap, under and behind the cooking line, bin area.
  4. Remove cardboard from the premises.

Are cafés, bakeries and sweet shops different from restaurants?

Same standards, different pest pressure. Sugar, flour and long storage attract a different mix from a hot kitchen.

What changes:

  • Ants and wasps — sugar and syrup draw both, and open display counters make it worse
  • Stored product insects — flour, dried fruit, nuts and grain stored in volume. Rotation and residue cleaning matter more than spraying.
  • Cockroaches — warm ovens and proving areas provide ideal conditions
  • Rodents — drawn by bulk dry goods, especially in back stores

We run a cloud kitchen. Is it different from a restaurant?

Same food-premises standards, higher pressure. Cloud kitchens concentrate cooking volume into a small space with constant deliveries and heavy packaging turnover.

What makes them harder:

  • Cardboard volume — packaging arrives constantly and is both a hiding place and a delivery route for cockroaches
  • Shared premises — several kitchens in one building means one operator’s problem becomes everyone’s
  • Long operating hours — less downtime for cleaning and treatment
  • Drains under continuous load
  • Waste volume from packaging and food, often in a shared bin area

We spray every month and still have cockroaches. Why?

Because monthly spraying treats the room while the population lives somewhere the spray never reaches — and in a commercial kitchen that is almost always warm equipment.

Where they actually are:

  • Motor housings of refrigeration units — warm, dark, undisturbed
  • Inside and behind cooking equipment and hot lines
  • Hollow legs of stainless steel tables and shelving
  • Wall cavities behind tiling, and under coving
  • Cardboard delivery boxes in dry stores
  • Drainage channels and grease traps

Three things usually need to change together. Move from spraying to concealed gel placed inside the equipment where they live. Deep clean grease from equipment interiors, ducting and floor channels, because that is the food supply. And remove incoming cardboard at delivery rather than storing it.

Repeated spraying can also make it worse by scattering them into new areas and interfering with bait.

If monthly visits have not resolved it in a year, the frequency is not the problem — the method is.

Do we need to close the restaurant during treatment?

Usually not. Most commercial work is scheduled around your trading hours, and closing is the exception rather than the rule.

Typical arrangements: after the last service at night, before opening in the morning, or on a weekly closing day. Kitchen and back-of-house work happens when the kitchen is not running.

What makes this possible is method. Concealed gel and enclosed monitoring devices need no closure and no vacating — they are placed inside equipment and voids. Open spraying is what requires a room to be cleared, and it is used far less often in food premises for exactly this reason.

What you should do before a visit: clear food from work surfaces, cover or remove open ingredients, and give access to equipment interiors and dry stores.

Is an insect light trap enough for flies?

No — a light trap catches flies that are already inside. It is a monitoring and capture device, not a control programme.

Treat a full catch tray as information rather than success. High numbers mean flies are getting in, and the useful question is where from.

What actually controls flies, in order of impact:

  1. Remove the breeding source — bins, drains, grease traps, spillage under equipment, standing water outside. This is where flies are produced
  2. Exclude them — door seals, air curtains, mesh on openable windows, strip curtains on goods-in
  3. Then capture what still gets through

Placement matters too. A light trap should not be visible from outside the building, should never be sited above food preparation or open product, and needs its tubes replaced on schedule — output falls well before the tube stops lighting.

For audit purposes the catch record is genuinely valuable, because trends across weeks show whether the proofing work is holding.
